At Horizon Quantum, our interdisciplinary team blends deep scientific expertise with proven leadership in the technology industry. Educated at premier institutions including Oxford, MIT, and Caltech, our core scientific leaders—including our CEO, Chief Science Officer, and Principal Scientists—bring decades of research experience in quantum computing and related fields. This foundation is complemented by seasoned professionals from industry giants, ensuring that Horizon's leadership is well-versed in rigorous research and technological development, as well as practical product building and business operations.
Dr Joe Fitzsimons is the founder and CEO of Horizon Quantum. Before establishing the company in 2018, he was a tenured associate professor at the Singapore University of Technology and Design and a National Research Foundation Fellow. He also served as a principal investigator at the Centre for Quantum Technologies, where his research contributed to both theoretical computer science and physics.
Earlier in his career, Joe was a fellow of Merton College, Oxford, and a senior research fellow in the Department of Materials at the University of Oxford. During this time, he co-invented universal blind quantum computing, now recognised as a key technology for securing cloud-based quantum computation.
He holds a doctorate from the University of Oxford, where his research focused on quantum computing architectures, and a Bachelor of Science in theoretical physics from University College Dublin.

Dr Si-Hui Tan is the Chief Science Officer at Horizon Quantum, where she leads research development and helps to oversee the company’s daily operations. She joined Horizon shortly after its inception, driven by the ambition to make quantum computing a practical reality.
With more than two decades of experience in quantum information science, Si-Hui has published extensively in leading journals including Physical Review Letters and Physical Review X, as well as in major conference proceedings such as the IEEE Symposium on Information Theory.
Before joining Horizon Quantum, she worked as a research scientist at A*STAR’s Data Storage Institute, the Singapore University of Technology and Design, and the Centre for Quantum Technologies. She holds a PhD in physics from the Massachusetts Institute of Technology, where she pioneered applications of quantum illumination with Prof. Seth Lloyd, and a Bachelor of Science in physics from the California Institute of Technology.
Si-Hui was named to the SG100 Women in Tech list in 2021, and she was a 2025 SG Digital Leaders awardee. She is a member of the College Advisory Board of the College of Science at Nanyang Technological University.

Greg Gould is Horizon Quantum’s Chief Financial Officer, bringing more than 35 years of experience in finance, technology, and operations across both public and private companies.
Greg began his career at Goldman Sachs, where he was a top-ranked technology analyst covering the FinTech and IT services sectors. He went on to become a Managing Director and Co-Deputy Business Unit Leader of Goldman’s Global Technology Research Group, overseeing more than US$50 billion in financings, including the IPOs of Accenture, Mastercard, Sabre, and Sapient.
Before joining Horizon Quantum, Greg held many senior leadership roles including Senior Advisor at Corestate Capital and SVP of Strategic Partnerships and Investor Relations at PropTech startup Quarters, where he spearheaded strategic partnerships, operational efficiency, and business expansion. He also served as CFO of InsurTech company Groundspeed Analytics and AI-driven FitTech company FIT:MATCH.ai.
Greg was named one of Miami’s Top CFOs by Finance & Investing in 2023 and is currently a Venture Partner at 14Peaks Capital as well as an active technology investor.
He holds a Bachelor of Science in finance from the Massachusetts Institute of Technology.

Amanda Chew leads the product vision, strategy, research, design, and development of Horizon Quantum’s tools for programming quantum computers. She specialises in building products that solve complex technical challenges and has deep experience in product innovation and developer tools.
Before joining Horizon Quantum, Amanda spent six years at Microsoft, where she worked in product management for Visual Studio App Center. She holds a Bachelor of Science in mathematics and computer science from Brown University and executive certifications in design thinking, innovation, entrepreneurship, business strategy, and finance from Stanford University, Wharton Executive Education, and INSEAD Executive Education.
Amanda was recognised for her contributions to the technology industry as a recipient of 2025 Asia's Top 10 Young Women Rising Tech Stars Award, the 2024 SG Digital Leader Award, and as one of the Singapore 100 Women in Tech (2023).

Eoin Scanlon is Horizon Quantum’s Vice President of Operations, leading the development and execution of company strategy. He works closely with the science and engineering teams to drive operational efficiency and facilitate meaningful progress across the organisation.
A retired Lieutenant Colonel, Eoin joined Horizon Quantum following a distinguished 22-year career in the Irish Defence Forces, where he specialised in military communications, ICT, and cybersecurity. A former Commanding Officer with several overseas tours of duty, he has extensive experience in leadership, operations, project management, and logistics.
Eoin holds bachelor’s degrees in mathematics and physics, and master’s degrees in mathematical physics, data analytics, communications technology management, and leadership. He is currently pursuing a doctorate in theoretical physics at Technological University Dublin.

Philip Tan leads the development and execution of Horizon Quantum’s product commercialisation strategy and cultivates strategic partnerships with customers, suppliers, and industry collaborators.
With more than 25 years of experience in technology sales and business development, Philip has a proven track record of driving growth for global tech giants including IBM, Lenovo, and Marvell. In recent years, he has deepened his expertise in the fast-paced AI startup ecosystem through roles at Graphcore and Hugging Face, where he played a pivotal role in expanding cutting-edge technologies into new markets.
He holds a Bachelor of Science (Honours) in Management from the University of London.

Dr Ray Lloyd leads Horizon Quantum’s Engineering function, overseeing the development and delivery of the company’s software infrastructure.
With more than 30 years of experience in technical leadership, innovation, and research, Ray’s career spans software development, hardware design, scientific research, and consultancy. He has held leadership roles at companies ranging from cutting-edge startups to industry giants including IBM Research, Eiratech Robotics, Stratus Technologies, Innalabs, and Google X.
Ray holds a PhD in computer science and physics (artificial intelligence) from Technological University Dublin, a Bachelor of Science in computer science from Trinity College Dublin, and a Bachelor of Engineering in mechanical engineering from Technological University Dublin.

Sumanth Puttur leads Horizon Quantum’s Human Resources function, overseeing talent recruitment strategy, organisational development, and people operations.
With more than 20 years of experience spanning technology, HR, and operations, Sumanth has extensive experience both building teams from scratch and scaling them rapidly. Before joining Horizon Quantum, he led Talent Intelligence at Google and also headed the company’s Scaled Talent Acquisition team for APAC recruiting. Earlier in his career, he worked in the semiconductor industry at Lam Research (formerly Novellus), holding roles in application engineering and software development management.
Sumanth holds a Bachelor of Engineering from Visvesvaraya Technological University (India) and an MBA from the National University of Singapore.

Katherine Bailon is Horizon Quantum’s Vice President of Investor Relations, bringing just over 30 years of experience in capital markets, investment analysis, and financial modelling. Drawing on firsthand experience as both a sell-side and buy-side analyst in the technology sector, she leads Horizon’s shareholder engagements, overseeing narrative development and the articulation of messaging for the global investor community.
Katherine worked for over a decade at Goldman Sachs, initially in equity research on a top-ranked technology research team and eventually as a Managing Director overseeing institutional sales and captaining more than 50 transactions for Goldman, both IPOs and follow-ons, all within the technology sector.
Prior to joining Horizon, Katherine held several senior leadership positions, including Head of Investor Relations roles at two public companies. She spent eight years on the buy-side at two investment management firms where she was an equity analyst covering a variety of high growth technology sectors including software. She holds a BS with Honors from The Pennsylvania State University where she was a University Scholar.

Dr Denis Chevallier is Horizon Quantum’s Director of Hardware, where he oversees the company’s hardware testbed, manages the integration of software and hardware systems, and advances Triple Alpha’s hardware-level programming capabilities.
Denis has more than a decade of academic research experience in quantum physics, having worked with leading groups at Université Paris-Sud XI, Universiteit Leiden, and the University of Basel. He has published extensively in high-impact journals including Physical Review Letters and Nature Physics.
In addition to his academic work, Denis brings industry expertise in data science and has held roles at leading quantum computing companies in Silicon Valley.
He holds a PhD in condensed matter physics from the Université de la Méditerranée (Marseille), where his research focused on quantum transport.

Yanina Blaclard is Horizon Quantum’s Director of Communications. She leads the company’s brand development, media relations, thought leadership strategy, and participation in industry events.
With more than 20 years of experience shaping marketing and communications strategies, Yanina has led programmes that advance thought leadership in innovation and emerging technologies. Before joining Horizon Quantum, she served as Communications and Partnerships Manager at the Embassy of France in Singapore. Earlier in her career, she held a range of communications roles at Société Générale in both Paris and Singapore.
Yanina holds a master’s degree in political science from Université Paris-Est Marne-la-Vallée and a master’s degree in journalism from Saint Petersburg State University.
